Joshua Oliver is the Global Regulatory & Compliance Lead at Engine by Starling, where he helps bridge the gap between banking regulation and modern financial technology. He leads regulatory, compliance, and risk initiatives supporting Engine’s growth across the U.S., Canada, and other international markets, working with banks, fintechs, regulators, and product teams to turn complex regulatory requirements into practical solutions. 
 
Joshua brings more than 25 years of experience across banking, fintech, risk, compliance, and regulation. Before joining Engine, he served as Chief Compliance Officer and Chief Risk Officer at Patriot Bank, N.A. He also was the President and Chief Compliance Officer at Symbridge LLC, where he built the compliance and risk program supporting a crypto currency and digital asset exchange. 
 
Earlier in his career, he was a bank regulator with the New York State Department of Financial Services and held senior compliance roles at banks operating at the intersection of traditional banking and fintech. 
 
His career has given him a unique perspective on financial innovation, from supervising financial institutions, to leading risk and compliance inside banks, to building frameworks for fintech and digital-asset businesses, and now supporting the modernization of core banking technology. Joshua is a Certified Anti-Money Laundering Specialist (CAMS).
