Kayce Seifert

Deputy General Counsel Mercury

Kayce Seifert is a financial services attorney with deep expertise in banking regulation, payments, and regulatory strategy. At Mercury Technologies, Inc., she serves as Deputy General Counsel, Product & Regulatory, leading a team embedded cross-functionally to help shape and iterate on Mercury's fintech products and platform. She is also helping lead the company's de novo bank charter and deposit insurance applications before the OCC and FDIC, where she is named as an Organizer of the proposed bank and will serve as its General Counsel upon approval.

Kayce brings 12+ years of financial services experience across the public and private sectors. Before Mercury, she led the U.S. Regulatory Counsel team for Block, Inc.'s Square business unit and supported Block's global financial crimes compliance strategy. Prior to Block, she served as Director & Senior Counsel at Discover, advising on prudential regulatory matters for Discover Bank and its financial holding company, playing a central role in building out the anti-bribery and anti-corruption program for Discover's payment network's global operations, and covering Discover's compliance management system and third-party risk management program. She began her career clerking for a U.S. Bankruptcy Court judge before joining the FDIC, where she worked on complex institution resolution plans, AML enforcement, bank applications (e.g., deposit insurance, M&A), and industrial loan company policy.

Kayce holds a J.D. from Charleston School of Law and a B.A. in Political Science from the University of South Carolina.
